REQUEST FOR PROPOSALS (RFP) #09-013

OPERATING AND MAINTENANCE SERVICES FOR COMMUTER RAIL OPERATIONS

VRE’s goal is to establish a Contract with a qualified and experienced firm to provide operating and maintenance services for the VRE’s commuter rail operations on the Fredericksburg and Manassas lines, which operates between Washington, D. C. and suburban Northern Virginia.  To achieve this goal, VRE has developed this Request for Proposals (RFP) to solicit proposals from prospective service providers. At the conclusion of the procurement process, VRE intends to select a qualified Contractor that will commence the Mobilization Phase and the subsequent Operations Phase in accordance with the schedule specified in this RFP.

Proposals will be considered from qualified and experienced firms who are regularly established in the business of providing commuter rail operating and maintenance services, and in the judgment of VRE are financially responsible.  Through prior work performed, Offerors must be able to show evidence of reliability, ability, experience, equipment, facilities, and personnel to perform the work.

The RFP will be available beginning May 8, 2009 from the VRE website at http://www.vre.org.  At the website, select “Procurement”. 

If potential Offerors are accessing a copy of the RFP via VRE’s website, be advised that it is your responsibility to monitor this site for any amendments.  Failure to submit signed amendments may be grounds to declare your proposal non-responsive.  The RFP can be printed and submitted the same as a regular solicitation.  If there is a question about the closing date, the date printed on the RFP is the most current.

A mandatory pre-proposal meeting will be held on May 29, 2009 at 8:30 a.m. EDT. at the Hilton Alexandria – Old Town, followed by a mandatory site visit at the VRE Headquarters.  A final mandatory site visit will be held on May 30, 2009 at 9:00 a.m. EDT. at the Broad Run and Crossroads Yards.       

Any changes to the solicitation as a result of the site visit will be issued through a written addendum to the solicitation. 

Proposals are due August 31, 2009 at 10:00 a.m. EDT.
