POSITION DESCRIPTION

Title: Director of Rail Equipment and Services
 
General Description:

Senior management position, reporting to the CEO, responsible for the management and oversight of VRE’s fleet including maintenance functions performed by third party contractors for rolling stock and railroad facilities, including yards.

Scope of Duties :

• Oversight of maintenance activities related to VRE fleet, including car cleaning, inspection, repair, and major overhauls.
• Management of new railcar and locomotive procurements, including spec development, solicitation process, award, and project management.
• Management of mechanical engineering consulting contract, including proposal development, solicitation process, award, and project management including task order development and invoicing.
• Oversight of VRE yard facilities, including directing a 7 day, 24-hour operation involving 3 yards. 
• Completion of periodic yard and fleet inspections at VRE’s yards with monitoring of any required follow-up.
• Direct and coordinate technical service activities related to car design and maintenance including quality assurance, dynamic car testing and technical support instruction to ensure and increase the quality and reliability of railcar and locomotive performance.
• Oversee operation of purchasing and inventory functions at VRE Warehouse.
• Manage the solicitation and implementation of fuel contracts at the Crossroads and Broad Run yards.
• Supervise the Maintenance Quality Assurance Manager and Equipment Specialist positions.

Minimum Qualifications :

• Extensive railroad, fleet operations, maintenance, and project management experience.
• A Master’s degree in Transportation, Business, Management, Mechanical Engineering, Industrial Engineering or related field with 10 years of professional experience.
• The requirement for a Master’s degree will not be waived in lieu of experience.
• Proven written and oral communications skills.
