Procurement Contract Assistant
Title: Contract Specialist
Salary Grade: S
Hours: 8:30am - 5:00pm
General Description:
Reports to the Manager of Contract Administration. The Procurement-Contract
Assistant will be responsible for providing administrative and contract
management support to the Construction and Facilities department and other VRE
staff, as requested.
Typical Tasks:
- Works closely with the Contract Administration Manager and Project
Managers in preparing procurements and administration of contracts on
a variety of projects in compliance with VRE procurement and
contracting policies
- Manages department files
- Creates spreadsheets and tables
- Develops and organizing procurement and contract documents (i.e.
scope of work statements, boilerplates, addenda, contract
modifications)
- Post solicitations on VRE's website
- Assists with pre-bid/proposal meetings and site visits
- Compiles and expedites vendor questions and answers
- Conducts bid openings
- Performs administrative review of bids/proposals
- Prepares bid tabulations
- Assists procurement evaluation teams during selection process
- Conducts final review of contract documents prior to award
- Processes contract amendments and contract closeouts
- Maintains procurement reports (i.e. DBE utilization; insurance
requirements; contract renewals; license and certification requirements)
- Participates in special VRE transit events (i.e. Meet the Management,
Santa Trains, Customer Opinion Survey, and Master Agreement Survey)
- Performs other duties as assigned
Knowledge, Skills and Abilities
- Excellent written and oral communication and organization skills
- Ability to work effectively with staff in a service oriented operations
environment
- Ability to understand and follow procedures and policies effectively
and efficiently
- Professionalism and ability to communicate clearly are a must
- Familiar with State and Federal procurement laws and practices
- Must possess exemplary organizational, filing and computer skills
Education and Experience
- Minimum of a bachelor's degree, with at least 5 years' experience in a
contracting and procurement
